I have not managed to find the story behind this building situated on the Kerkplein. Why are they coats of arms from countries, as well as a statue that looks like a symbol of death? Does anybody have an idea what it could relate to?

Re: restaurant licensing: I wouldn't know, in this particular case, but some restaurants allow you to bring your own wine and they charge a "corking fee." The licenses are hard to get, not just because of the expense, but because the city has very specific regulations (alcohol beverage control).
